The Laisamis Climate & Land Initiative ("we", "us", "our") is committed to protecting the privacy of all individuals who visit this website or make contact with us. This Privacy Policy explains what personal information we collect, how we use it, and your rights in relation to it.

Land & Partnership Disclaimer

This disclaimer applies to all information published on this Website concerning land availability, community land governance, and partnership opportunities in Laisamis Constituency, Marsabit County, Kenya. It must be read carefully by any organisation or individual considering engagement with the Laisamis Climate & Land Initiative.

⚠ Critical Notice — Disputed Land Parcels

Approximately 173,700 hectares within Laisamis Constituency are currently subject to an active High Court of Kenya case disputing the conversion of trust land to public land. These parcels are explicitly and unconditionally excluded from any partnership commitment, land access agreement, pilot deployment, or carbon credit arrangement. No commitment of any kind relating to these parcels will be entered into until the legal status has been fully resolved by the court. Any representation to the contrary — by any party — should be treated as unauthorised and invalid.

1. No Legal Offer of Land Access

Nothing on this Website constitutes a legal offer of land access, a binding partnership agreement, or a commitment to any specific terms of engagement. All information published here is provided for the purpose of initiating discussions only.

Any land access agreement, technology pilot arrangement, or partnership memorandum of understanding must be separately negotiated, documented in writing, and formally executed in accordance with the Community Land Act 2016 of Kenya and under the oversight of the National Land Commission (NLC).

2. Community Consent is Required

All land described on this Website as available for climate technology pilots is community land governed by the communities of Laisamis Constituency — including the Rendille, Samburu, Gabbra, El Molo, and Turkana communities. Access to any portion of this land for any purpose requires:

No individual, politician, elder, NGO, or third party has the authority to grant land access on behalf of these communities outside of this formal process. Any agreement purported to be made outside of this process is invalid and unenforceable.

3. Governance Structure

The institutional anchor of this initiative is the National Land Commission of Kenya, a constitutional body established under Article 67 of the Constitution of Kenya. The NLC's mandate includes the oversight of community land registration under the Community Land Act 2016. The NLC has conducted formal sensitisation forums across all six wards of Laisamis Constituency.

Political officeholders — including the Laisamis Member of Parliament and the Marsabit County Governor — are engaged in this initiative in the capacity of community conveners only. They do not hold, control, or have authority to dispose of community land. Governance and decision-making authority rests with the NLC and the Community Land Trust structures being established under the Community Land Act.

4. Carbon Credits

References to carbon credit potential on this Website describe a longer-term, secondary revenue stream that becomes viable as community land registration progresses. No carbon credit agreements, Verra VCS registrations, or Plan Vivo arrangements are currently in place. Any engagement with carbon credit developers will be subject to the same community consent and NLC oversight requirements described above.

5. Protected Areas

Losai National Reserve (approximately 1,800 sq. km) within the constituency is managed by the Kenya Wildlife Service (KWS) and is not available for climate technology pilots or any commercial arrangement. Mt. Kulal Biosphere Reserve is a UNESCO-designated area subject to its own governance and use restrictions. Neither area is included in the community land available under this initiative.

6. No Warranty as to Land Data

Land area figures, ecological zone classifications, and ward boundary descriptions published on this Website are provided for indicative purposes based on available data as of the date of publication. They do not constitute a formal land survey, a legal title document, or a boundary determination. Formal land surveys will be conducted as part of the community land registration process under NLC oversight.

7. Partner Due Diligence

We strongly encourage all prospective partners — including climate technology companies, accelerators, development finance institutions, and carbon credit developers — to conduct their own independent legal and governance due diligence before entering into any engagement. We will provide full briefing documentation, NLC engagement records, and community process documentation to support this process upon request.

In summary

This Website describes an initiative in active development. The governance structures are being built. The community processes are underway. No land has been committed to any partner. The disputed parcels are excluded from all discussions. All formal agreements require NLC oversight and community consent.
