LCLI is developing a community-owned solar farm in Laisamis, built on the same NLC-anchored governance as everything we do. The Chalbi and Kaisut zones hold some of the highest solar irradiance in East Africa. The model is simple: affordable electricity sold directly to local homes and businesses first, with surplus power sold to the national grid, and revenue flowing back through the Community Land Trust.
A solar mini-grid supplying households, schools, clinics, boreholes, and small businesses at tariffs below standard retail rates. For many families in Laisamis this is first-time electricity: light after dark, cold-chain for medicine, power for enterprise. Community members are customers and owners, never just beneficiaries.
Surplus generation sold to Kenya Power under a Power Purchase Agreement, with EPRA generation licensing. Kenya has reopened PPAs under a competitive auction framework, and grid sales convert Laisamis sunshine into long-term community income that funds land registration, monitoring, and local services.
Site selection on undisputed community land, documented FPIC through the CLMCs, solar resource and demand assessment, and EPRA/NEMA groundwork.
Build and operate the first mini-grid serving Laisamis homes and institutions, with youth trained as operators and technicians under our existing capacity programme.
Scale generation capacity and secure a PPA to sell surplus power to the national grid, anchoring long-term revenue for the Community Land Trust.

Through the Feiyah Action Network (FAN) and the Marsabit Youth Reform Program, Hamed has built deep grassroots networks across the constituency, working on youth empowerment, gender equality, and environmental conservation for over a decade.
